ITEM:  Correspondence and Reports

The open house for the Major Michael Donnelly property was held on Sunday, October 24, 2004.  The project was well received with approximately 100 people attending.

There is another Scout interested in doing an information kiosk and directional signage at the Major Michael Donnelly trail.

Commissioner Phillips stated that there is another Scout interested in constructing an elevated observation platform.  Jeff told the Board that he has had a request from a teacher at the Timothy Edwards Middle School to have her students also construct an observation platform on the hillside above the detention basin.  This could be used as an outdoor classroom.  The platform on the Donnelly property will need some engineering done to ensure proper support.

ITEM:  New Business

Appl. #04-60P – Scott Leonard – Sullivan Avenue

Mr. Peter DeMallie from Design Professionals, Inc., came before the Commission to represent this application.  He explained that the applicant is applying for conservation plan approval on a parcel consisting of 1.59 acres.  This parcel will share a common access drive with 1014 Sullivan Avenue.  The development will consist of two buildings.  One of the buildings will be a bank and will be approximately 2,955 square feet.  The second building is 2,520 square feet and will consist of retail and restaurant uses.  There will be fifty-six parking spaces.

Ms. Judy Schuler, a Project Engineer with Design Professionals, Inc. came before the Commission to discuss the erosion and sedimentation control plan and the stormwater management plan.

The measures for the erosion and sedimentation control plan include:

Installation of silt fence downslope of all disturbed areas.
Installation of a silt fence around the catch basins and yard drains.
Installation of silt fence around stockpile material.
Installation of a construction entrance pad at the entrance of the site.  This will limit disturbance during construction.
Seeding and mulching of areas as soon as practical during construction.
Maintenance of all measures during the construction process.

The stormwater management plan

Ms. Schuler explained to the Commission how the stormwater on the site would be handled.  The plan includes sewers, baysaver unit and detention basin.  The detention basin will contain all of the impervious coverage on the site except a small portion along the south side of the property.  The detention basin was designed to discharge less or equal to peak runoff rates from the site.  There is an operation and maintenance plan to ensure the efficient and proper operation of the stormwater system and the detention basin.

There have been three revisions made to the plan which are based on comments by Jeff Folger.

Trap hoods have been added to the catch basins as an added water quality measure.
The materials in the detention basin have been modified from 4” of topsoil to 6”.  The seeding mixture has been changed to tall fesque.
The roof runoff should be infiltrated into the system.

Mr. Richard Boston, a Landscape Architect from Design Professionals, Inc. came before the Commission.  He explained that areas being disturbed and not receiving pavement or sidewalk will be grassed or be given a landscape treatment.  Primary foundation plantings are proposed around both buildings and will meet the criteria for interior parking areas.  The existing buffers will be supplemented.  On the front side slopes, which are a 2 to 1 slope, will receive seeding mixture type 2 which is  primarily a 70% tall fesque mix.  Between the detention basin and parking area, there will be a proposed stone wall, which will elevate the parking lot distinctly higher than the detention basin.  Mr. Boston explained that the rest of the area would be grassed and also explained where different plants/trees are proposed.




Jeff explained that he is in agreement with changes that have been made.  With the addition of trap hoods, the site should exceed the 80% removal rate of suspended solids on the site.  Perimeter control measures should be adequate for this site.

Answering questions from the Commission, Jeff explained that there is 48% impervious coverage on the site.  The system should be able to handle the runoff from the impervious coverage because the volume will cut down and the time within the basin will be increased.

Mr. Craig Stevenson, the Town’s Economic Development Consultant came before the Commission and spoke in favor of this application.

Motion to:      approve with conditions appl. #04-60P – Scott Leonard – 1000-1006 Sullivan Avenue – Conservation Commission application for activities in connection with the construction of a 5475 sq. ft. commercial development, parking lots, stormwater structures and associated site improvements on property located northerly of Sullivan Avenue and westerly of Ayers Road.

Conditions:

1.      One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.

2.      The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.

3.      The permit is valid for five years and shall expire on November 3, 2009.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.

4.      All approvals required must be obtained and submitted prior to any activity on the site.

A contact person shall be identified on the plans.

List of abutters notified regarding this application should be sent to the Chairperson.

We recommend a bond in the amount of $5,000 be submitted to the Planning & Zoning Commission to ensure compliance with the erosion and sedimentation control measures and establishment of the stormwater structures.

ITEM:  Old Business

Appl. #04-62P – Wentworth Park

Mr. Peter DeMallie from Design Professionals, Inc. came before the Commission to represent this application.  He explained that Mr. Jeff Sawyer from Generation 2 is proposing to construct four office condominium buildings.  Each building will be two stories and will consist of 3,000 square feet of space.  The two buildings closest to the wetlands have been relocated and are 25 feet away from the wetlands.  An orange construction fence will be erected prior to construction in order to keep all equipment out of the wetlands.  The material presently on the site will be removed to the original elevation of the site.  Fill material will then be brought in to elevate the site.

Discussions ensued regarding the planting materials for the basins.  Jeff recommended that 100% of narrow leaf cattail be planted in the basin.  Mr. Boston felt that more diversity should be placed in the basin.  Jeff stated that although he feels the narrow leaf cattail will be the dominant plant in the basin, it is the applicant’s decision if they would like diversity.  The goal for this area is not as much wildlife as it is water quality renovation.  Included in the maintenance plan, there should be harvesting of the vegetation on a 3 to 5-year rotation.

Mr. Galen Semprebon told Commission members that the open irrigation well will be taken care of.

Mr. Craig Stevenson, the Town’s Economic Development Consultant came before the Commission to speak in favor of this application.

The Commission discussed the dumpsters and the possibility of something running out of the dumpster into the brook.  It was suggested that the pad to the dumpsters be pitched away from the brook.


Motion to:      approve with conditions appl. #04-62P – Wentworth Park – 225 Oakland Road – Inland Wetland/Conservation Commission application for regulated activities in connection with the construction of a 34,880 sq. ft. commercial building complex, parking, stormwater system, and associated improvements on property located southerly of Oakland Road and westerly of Felt Road.
